Donna Findlay

Executive Director CarbonNet

Donna Findlay has worked for State Governments for more than 15 years, advising several Ministers across the education, roads and public transport, infrastructure, and treasury portfolios.

Key achievements include the design and delivery of the Brumby Government’s $38 billion Victorian Transport Plan and the successful $9.7 billion Port of Melbourne 50-year lease.

Donna was instrumental in funding infrastructure projects including the level crossing removal program, Melbourne Metro Rail Tunnel and other major road and rail infrastructure projects in Victoria.

As a senior department executive Donna has been in key roles such as the development of the former General Motors Holden (GMH) site at Fishermans Bend, assisting with the Victorian Government’s COVID-19 response and recovery and the design and development of the 2020-21 Victorian Budget Jobs Plan.

As Executive Director, she is responsible for the CarbonNet Project and was appointed the Quarry Approvals Coordinator to assist with timely regulatory approvals across the quarry sector.
